This is absolutely not possible. UWP apps are not designed to run via a command line.
This statement is not just unhelpful but also blatantly false; It is entirely possible to run UWP apps from command line.

Who issued such a false statement ?,
i.e. that UWP apps are not designed to run
via a command line ?
Thus, since Cortana being a UWP (app)
(at least in theory) may certainly be run on Windows 10:
