Hi philip muñoz muñoz,
Welcome to Microsoft Community.
Based on the original description, the device seems to be experiencing hardware-specific driver issues.
Installing the driver is not difficult as long as you have the driver installation file provided by STMicroelectronics.
Some application installation files are provided in the form of executable files, such as exe files.
However, the driver was developed so long ago that the underlying API of the operating system has changed a lot, and the old driver may not work as it should on today's latest operating systems.
The content in the following link described the information related to the driver installation file shared by STMicroelectronics.

To install the Virtual COM Port (VCP) driver for your blood pressure monitor, download the latest driver from the STMicroelectronics website, specifically the STSW-STM32102 package. Run the installer and follow the instructions.
After installation, check Device Manager to see if the device appears under "Ports (COM & LPT)."
If it doesn't, try plugging the device into a different USB port or restarting your computer.
If you encounter issues with driver signatures, you may need to disable driver signature enforcement temporarily.
If the automatic installation fails, you might need to manually update the driver in Device Manager by selecting the folder where you extracted the driver files.
If these steps don't work, you may need to explore using another software like Virtual Serial Port Driver or contacting STMicroelectronics support.
