How to identify icon in system tray

I have an icon in my system tray that does not display what it is with mouse hover.  Left or right click shows nothing.

Double-click does nothing.

How can I identify the program behind this icon?

What does the icon look like?

Check the StartUp Programs to see if you can identify what is loading it.
