How to get Mall Tycoon 2 Deluxe to work on Windows 7?

Okay, so I have windows 7 64 bit. I want to install and play Mall Tycoon 2 Deluxe. I assumed that being an old game, i would need to run the installer in compatibility mode. I set the mode to Windows 98 and the installer ran flawlessly. I started up the game and this happens:
I then tried uninstalling and reinstalling it in Windows XP SP2 mode. Still am getting the same error. I tried running as an administrator and disabling visual themes. Intel(R) HD Graphics Family is my display driver. Any help would be greatly appreciated
It's quite possible it just will not work.
However - installing in compatibility mode is only the first part - are you also running it in compatibility mode as well as possibly "as administrator"?

I am doing all you described. However I've heard that being a 16-bit game this might never work. But I also know that some people have gotten this running without any issue.
True enough - if it is 16-bit and given you have Windows 7 64-bit (meaning you have no 16-bit emulation even) - you are probably out of luck other than (if you have Professional or Ultimate Edition) installing Windows XP VM and hoping it gives you what you needs - although the free version of Windows XP VM you get with Windows 7 Professional and up usually will not run games. Maybe a VirtualBox VM...

What does DOSBox do?

Basically emulates 16-bit environments. Mall Tycoon is not in its list - but I doubt that list has every game that it makes work. ;-)

Sadly it can't be run as it is not a DOS game. :(
EDIT: Nevermind, I got it to work through VMware. Thanks for the help.
So, essentially - a virtual machine (as I suggested.) Although I probably would have gone VirtualBox - VMware works too. ;-)
