How to fix waiting cursor?

Ever since Windows 10 Pro update (1607) five days ago, the annoying waiting cursor has been present. Is it possible to fix this?

Please run a system file check (SFC) & DISM  if you are on win 7 or higher

In order to diagnose your problem we need to run Windows performance toolkit the instructions for which can be found in this wiki

If you have any questions feel free to ask

Coincidentally and immediately following my last posting, Windows update provided notice of another update. That update was just now completed. I'm no longer seeing the waiting cursor issue and if it does return, I'll run Windows performance toolkit.

I spoke too soon. The issue eventually presented again; however, it seems to now tauntingly come and go as it pleases. Following the instructions after downloading the:

If you are running windows 10 you should use the newer version found here

After installation, and running the tool, the results are not helping:

No idea what happened with SDK.  You may want to remove it and try to re-install it.

Just a quick update (20161004) - The issue is being seen much less frequently; however, I'm still unable to predict when or under what circumstances it necessarily occurs. Yesterday, I observed the waiting cursor issue after launching Oracle's Virtual Box and Windows XP but stop short of thinking they're linked. Today; thus far, it hasn't been observed even though VB-XP has been running most of the morning. I'll continue to monitor this issue.
