How to fix unknown usb device(device descriptor request failed)

i plug in my hp wireless mouse and i get an error message "the last usb device you connected to this computer malfunctioned and windows does not recognise it" then the device manager says unknown usb device(device descriptor request failed) and i tried eveything and nothing works

different usb port

turn off quick start

disable and enable the usb in device manage

delete and restart

restarting

unplugging and plugging it in

nothing works

even trobleshooter didnt help

and it works on my old laptop

helpful yes and no it worked for like 1 minute so it doesn't work
