I want to save Windows 11 Spotlight pictures that show up in Background and Lock Screen. When I go to the Windows file: Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets, the folder is empty. Where are the Lock Screen/Background images stored if they are not in this folder? My understanding is they are supposed to be there. If not, where are they?

It is typically in this location. You can use Windows + R keys to launch the run box, and paste this path, but make sure you preplace [your username] with the actualy username.
%systemroot%\Users\[your username]\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets\
When you get to this folder, you do need to copy the files out and rename it with the .jpg extension. So it is quite a process.
An easier process you can consider doing is by using this third party website that archives spotlight images. They can be downloaded at 1920*1080 pixels.

That is what I do, and when I get to the folder, it empty!
