Go on Windows Settings -> Devices -> Typing -> Advanced Keyboard Settings -> Input Language Hot Keys
On the Advanced Key Settings, click Change Key Sequence. Set either one you choose to Not Assigned.

To remove the Alt + Shift shortcut and prevent it from changing the keyboard language again: Control Panel> Regional and Language Options, Languages tab, details button.
In the Advanced Key Settings tab -> Between input languages, select Change key sequence -> Unassigned in both columns and this will prevent you from changing the keyboard language again.
