This laptop was gifted to me, There are two accounts on it, my account and the other person's account who previously used this laptop. I tried to download something and it told me that I had to use the pin of the administrator's account for it to make changes, but I don't know the password. I also don't have any contact info of the person who previously used the laptop. Is it possible for me to change the administrator account even though I don't know the password or should I give up?

There is no way to do that without knowing the admin password.
But you can try to activate the built-in admin and with this account, you can do it.
1) Press Shift and Restart from the power icon (together)
2) Select Troubleshoot.
3) Go to Advanced Options.
4) Select Command Prompt.
5) Type "net user Administrator /active:yes"
6) Hit Enter.

If you inherit a computer from someone else, the first thing to do is to reset it to factory default or perform a clean Windows installation to remove all remains of the old user and to transfer the Windows license to your account.
