How to change desktop background picture.

I want to change the desktop background picture to a lighter color background. How is that done? I went to settings, but can't find next step in process.

My laptop will not accept the personalized photo that I am selecting as my background. I am choosing one from my 'Gallery'. I am a long-time user and I use to do this all the time. The fact that I can't makes me wonder if there is a glitch in the software. My laptop is less than a year old and has all the latest updates.

My bing wallpaper stopped working. Check settings and it is set to change picture daily for my desk top background. I am no longer getting the new updated picture. Only the previous pictures are available.
