How to auto lock screen after a timeout?

I'm trying to set Windows 11 Pro to lock the screen after a timeout.

If I go to Settings => Account => Sign-in Options, the setting for "If you've been away, when should Windows require you to sign in again?" says "Never". I've tried changing this to every other available option but it doesn't seem to save. Every time I return to this settings page it has reverted to "Never".

I tried editing HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\7516b95f-f776-4464-8c53-06167f40cc99\8EC4B3A5-6868-48c2-BE75-4F3044BE88A7 to make "Console lock display off" timeout available in Control Panel and set it to 1 minute. This setting saves unlike the other one, but doesn't seem to have any actual effect.

Any ideas how to get this very basic functionality working?

Have you tried setting it on the screensaver settings? In Settings > Personalization > Lock screen > Screensaver, enable the option "On resume, display logon screen" and set the Wait time to your preferred minutes.
