To check which programs are blocked by windows firewall and allow those programs to run, follow these links
 

 
To check and allow programs blocked by Kaspersky-antivirus, follow these steps:
a. Open up the main window of Kaspersky.
b. At the bottom select "Applications under control".
c. Scroll through the window and find the programs it blocked and select them.
d. Then click "move to" and select trusted.
