how do you give a program internet access

You know how when you install a new program, or use it for the first time, a little window will pop up asking if you want to give it internet access? It gives you three options: allow access, allow access one time, and block access. I just installed a new program, but when the window came up, it was already set to "block access", and I accidentally agreed. Any idea how to enable full access again?

Open Windows Firewall by clicking the Start button, clicking Control Panel, clicking Security, and then clicking Windows Firewall. In the Windows Firewall, click Allow a program through Windows Firewall on the left panel. You may be prompted for an administrator password or to continue. You can add a program or change a programs setting on Exceptions tab of the Windows Firewall Settings screen.
