You generally don't open ISO files.  Rather, you use an ISO file to create ("burn") a CD or DVD.

If you really want to access the data in an ISO file, use an archiver such as 7-zip (https://www.7-zip.org/).

Your question should have been split off.

Explain what you what you want to do with the downloaded ISO.

Per LemP once you have 7-Zip installed, right click the file of interest, choose 7-Zip, then Open archive.
