Many many users are also not happy with that new panel in the Settings App, it can be handy, if you log into Windows 10 with a Microsoft Account, but not with a Local Account
For now there is no way to disable that, not even with a Registry Hace, but due to the number of people not liking that new 'feature' I would say it will become an option in a future update and we will be then able to switch that off .. .
