How do I emboss a picture in windows 7?

I could do it in xp, but can't find in windows 7. Need the steps if this is  posible to do. Do I have to download a program, if so what and how?

The freeware (donationware) Paint.NET has an
adjustable Embossing tool.

(FWIW...it's always a good idea to create a System
Restore point before installing software or updates)

Paint.NET
http://www.filehippo.com/download_paint.net/
(left click "Download Latest Version" the file name 
to download is  :  "Paint.NET.3.5.10.Install.exe")

Once you have the program downloaded and installed...
open a photo and go to...Effects / Stylize / Emboss...
left click/drag the dial to adjust the emboss effect.
