How do I change the look of Windows 10?

Windows 10, while functionally good thus far, is visually abysmal.

Is there a way to change the windows and task bar to more dramatic coloring / effects / layouts? Similar to Windows 7 for example with gradients and highlighting / shadows. Maybe even transparencies?

Thank you for posting your query on Microsoft Community. Let me assist you. 

You can change desktop background, desktop themes as well as tile colors on Windows 10, according to your preference. Check if the below steps help you.

Steps:-

1. Go to your desktop, right-click your mouse and go to Personalize.

2. On the left pane, go to Themes for background themes. You can even download new themes by clicking on, “Get more themes online.”

3. Click on Theme settings for personalizing your theme.

4. On the left pane, select Colors to change the color of the tiles.

5. You can change it according to your preference.

I have an issue with this too.  Easy personalisation has been in decline since XP.  Once, being able to set the look of our pc the way we want it seemed to be more important to MS but it seems to be less so these days.

The colours available in Settings are very limited and affect too many elements.  The final colour in the array of those available doesn't even work!  Why can't we have a full colour selector, such as we used to have, rather than the predetermined palette?

Can't seem to get rid of the stark white taskbar colour either.

And why are the taskbar icons so much smaller in relation to the size of the taskbar and why can't we change it?

Windows 7 looked great, Windows 10 doesn't.

Can't seem to get rid of the stark white taskbar colour either.

check - Settings -> Ease of access -> High Contrast

set to none

then go to personalisation and change colours, transparency, theme etc.

It already is set to none.  And I think the point being made here is that there aren't enough settings available, not that we don't know they're there.

In Win 7 you could use the High Contrast to make it act like XP.

In Win 10, High Contrast is an absolute nightmare. If you change the taskbar color, it changes the color everywhere else. You have limited number of colors and you can't specify things.

Microsoft looks like they wait until the last minute to do the personalization section and said "screw it".

That or it's like in Windows 7 when they screwed up the Start menu. It later came out that a Microsoft programmer created a bug in the Start menu and since no one at Microsoft can fix bugs, they made an executive decision to just not fix it. Might be why they tried getting rid of the Start menu altogether in Win 8.

I think they hire a new round of programmers for each release and they don't give them access to view anything in previous releases.
