I would require some more information to assist you better.
- What was the base language of the previous operating system?
Since you had kept the system locale as English before the upgrade you might now not be able to change the locale now in Windows 10. You have to install Japanese language pack and then you would be able to change the system locale.

I recently got a new laptop and the default language that I set it to is English. The laptop, a Dell Inspiron 15 5000 Series, came with Windows 10 already installed. Thank you for responding, but I hadn't seen it until now.

As per your query, I like to inform you that; we cannot uninstall the default language.
I suggest you to set Japanese language as default language and check if it helps.
Follow the below steps:

Press Windows + X on your keyboard.

Select Control panel.

Select language.
-
Click on Add language.
-
Add the Japanese language from the given list.

Click on the Japanese language and click on Set as Default button.
