How can I password-protect a folder without encryption?

I want to password-protect a folder, without encryption -- just require a password to open files in the folder.  The only solutions I've seen online involve encryption; how do I do it without encryption?

A little background on the "why" in case it helps: I have a new desktop and three kids who will be using it. My security software, which has very nice parental controls, can only associate a device with one account -- so I need a single "kids" account, but I want them to have privacy from each other when they create documents.  So each would have their own password-protected folder within the shared account... but I can't figure out how to do that.

The Bitlocker USB solution requires at least Windows Pro.

You can password protect individual files, but most file formats, say text, jpg, etc (unlike MS Office files) cannot be password protected by the application hosting it. You can use compression applications like WinZip, 7Zip (free) to compress individual files and secure them with a password.
