Recently upgraded to windows 11 and "Hey Cortana" is not working. Checked my mic and speaker settings and all is good. When I open Cortana app and press mic icon, Cortana listens and responds with no issues.

I understand you are having problems with Cortana on Windows 11;
Initially I recommend that you update the apps from the Microsoft Store;
Open the store and click on Library at the bottom left of the screen;
Click Get Updates and wait for all apps to update;
Check if Cortana works;
If it still doesn't work, try the following;
Access Settings;
Click on Application;
Click on Apps and Features;
Select Cortana, click on the three dots to the right and select Advanced Options;
Scroll down and click on Reset;
Check that Cortana now works normally;

Luiz, this all applies to windows 10. As mentioned, "hey Cortana" stopped working when upgrading to windows 11. All the item mentioned in articles as well as video does not fix the problem.

Access Settings;
Click on Privacy and Security;
Click on Voice Control and activate the option if it is not already activated;
Go back to Privacy and Security;
Scroll down the screen and click on Microphone;
Activate "Microphone access" and then activate Cortana;
Check that the Ei Cortana feature now works;

Before changing anything, Cortana for both Microphone and Voice activation state "all required permissions are turned on". Voice activation also keyword "cortana" turned on. Still doesn't work.

Click (...) in the upper left corner and go to Settings;
Click Voice Activation and make sure it's activated;
If you get a message like "Voice activation is not currently available and will be included in a future update" you will have to wait for the next updates;
