Hi,
While in the Add Printer Wizard, select Windows update. It will take upwards of 5 minutes to return with an updated list of printers.
The HP LaserJet 4P is on that list.

Finally, after 2 days of searching, i found my answer. The answer was not on any Microsoft sight nor on any HP sight. I even telephoned the HP toll free telephone number help desk and spoke with tech support and no one there had the answer.
As mentioned, I had lost all my data, devices and programs when my computer crashed. This happened because Windows 10 was being installed, unknown to me, when i caught it and stopped the installation in mid-stream. There was a prompt to reinstall windows 8.1 which I choose. After choosing reinstall windows 8.1 - everything was lost.
Now, in order to get my HP LaserJet 4P reinstalled, here is what I did: 1. Turn off the computer and the printer power. 2. With all power off - 1st turn on the printer power. 3. With the printer power on and the printer on, I restarted my computer. 4. Go to devices and delete any printer showing other than HP LaserJet 4P 5. After deleting these, Microsoft 8.1 reinstalled my HP LaserJet 4P and it appears in the devices section.
It was as simple as turning everything off, and then turning on the printer first, and then starting the computer.
