Help! Frozen on start screen

I just had a power blip (apparently the whole neighborhood) and my PC was on.

When it booted back up, it makes it to the Start Screen, and my cursor is mobile, but the screen won't scroll and none of the tiles respond.

I have rebooted three times (ctrl alt del, restart) and it's always the same.  I can't get to settings to do a refresh.

What can I do?

·         Have you made any recent changes to the computer prior to this issue?

·         Do you get any error message?

However, I’m glad to provide you with these steps which will help you to resolve issue booting to desktop.

Method 1:

Perform a Startup Repair from Windows Recovery Environment and then check if this fixes the issue.

Follow the steps mentioned below to perform Startup Repair:

a.       Insert the installation DVD or USB and boot Windows 8 from it.

b.      Select “Troubleshooting” from the first Window and then select “Advanced Options”.

c.       Then select “Automatic Repair” from “Advanced options” window.

Method 2:

Perform Refresh and see if it helps.  Follow these steps:

a.       Press Windows logo + Q to open the search box.

b.      Click Settings and then type Refresh your PC.

c.       Now click Get Started under Refresh your PC without affecting your files.

d.      Now click next.

Note:  Refreshing Windows 8 will remove all third party applications installed and it will reset all the Microsoft applications to default.

When you refresh your computer:

·         Your files and personalization settings won't change.

·         Your PC settings will be changed back to their defaults.

·         Apps from Windows Store will be kept.

·         Apps you installed from discs or websites will be removed.

·         A list of removed apps will be saved on your desktop.

Method 3:

You may update video adapter driver, follow these steps:

a.       Move the mouse pointer to bottom left of the screen where you see preview of start menu and Right-click to bring up a list of Windows settings.

b.      Click on “Device manager”.

c.       Now, expand “Display adapters” and right click on the display driver and select “Search automatically for updated driver software”.

Thank you for such a long and well thought-out reply. A few hours after posting I contacted Microsoft support and they are still working on it so it was clearly nothing I could fix myself or try to fix using the forum. I do appreciate your help.

no good - we're LOCKED OUT - it is impossible to go to settings, or msconfig or safe mode
