Hello, is it legal to sell a computer with Windows 10 not activated?

Hello, I was looking to get into selling gaming PC’s on eBay and after doing research into how the PC’s are so cheap I found that they either did not include an activated copy of windows or used an OEM key from a redistributor for around $15. Included is a reference image for both of these as examples. I would like to know the legality of both these options and the consequences if they are used for the user, if any at all. I pride myself on providing high quality products and thus am looking for the best and safest route to take for my business and my customers. Thanks!

1. Generally if you can sell computers in your area then you can certainly do so without any operating system as long as you do not represent that one is included.

2. Generally the OEM Editions of Windows are meant for system builders and you would again need to contact Microsoft.

Those really cheap licenses are usually scams, OEM or not. Windows 10 Home OEM generally costs 100.00+ while Home Full Retail sells for about $140.00, and more for Pro versions. Legal sellers include Microsoft Store, NewEgg, Amazon, as well as legitimate BigBox Stores.
