Hi
Welcome to Microsoft community.
I understand you're having problems with printing-related issues. Here are a few general steps you can try to troubleshoot the issue:
Ensure that the printer/scanner is properly connected to the network and powered on.
Check if the printer/scanner's firmware or software is up to date. Visit the manufacturer's website for any available updates.
Restart both the printer/scanner and the device you are trying to print from.
Verify that the correct printer/scanner is selected as the default device on your computer or mobile device.
Temporarily disable any firewall or antivirus software that might be blocking the communication between the device and the printer/scanner.
Disclaimer: Temporarily turn off real-time Microsoft Defender antivirus protection in Windows Security. However, keep in mind that if you do so, your device may be vulnerable to threats. So please turn it on immediately once issue fixed.
Clear the print queue on your computer or mobile device and try printing again.
If possible, try connecting the printer/scanner to a different network or device to see if the issue persists.
Consult the user manual or contact the manufacturer's support for specific troubleshooting steps related to your printer/scanner model.
Turn off the Windows print notifications for local printers:
1. Open Settings.
2. Click Bluetooth & Devices.
3. Click Printers & scanners.
4. Scroll down until you get to the "Related settings" category. Click Print server properties.
5. Click the Advanced tab.
6. Remove the check from Show informational notifications for local printers.
7. Click Apply → OK.
Please feel free to let me know if you have any further updates. Thanks.
Best regards

The fix for me was to uninstall the HP Smart software on the computer. After that there was a service running on the computer called hpprintscandoctorservice that I couldn't tie to any installed programs so I disabled the service and the prints stopped. If you have the hp software or service running it may be sending a request to the printer that the printer interprets as a print job, so removing it should stop the prints.
