Is this an external or internal hard disk?
Is the drive displayed in the File Explorer?
It looks like the drive is recognized by Windows but for some reason , it is not getting initialized properly. In this case, I would suggest you to run the Hardware and Devices troubleshooter and check. Open Control panel, type "hardware" in the search box
at the top right and select "Find and fix problems with devices' to run the troubleshooter.
If the issue still persists, I would suggest you to visit the PC/hardware manufacturer's website to download the latest drivers and install it compatibility mode and check. Let us know the results for further assistance.
