GPO-setting "settings visibility page" not applying correctly anymore after installation of KB5031354

The installation of KB5031354 (OS Build 22621.2428) causes a malfunction of the GPO-setting "settings visibility page".

The value of the GPO-setting is filled with settings that are accessible for our domain users : "ShowOnly:easeofaccess-audio;yourinfo;defaultapps;bluetooth;printers;mousetouchpad;typing;usb;easeofaccess-closedcaptioning; ...."

After the removal of KB5031354 the GPO-setting "settings visibility page" is applied correctly again.

Thank you for your response. I already submitted the issue through the feeback hub a week ago. There has been no response, no questions, no feedback and no status updates... :-(

After further investigation I found that the problem is related to a crash of the "systemsettings.exe". I believe that this app crash can be reproduced on any Windows 11 Enterprise/Pro where KB5031354 is installed. The steps below were executed on a clean fresh install of Windows 11 Enterprise 22H2 (English) with all the latest updates installed, including KB5031354.

  1. Create the following registry key. This is the equivalent of the GPO "Settings visibilty page". [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
    "SettingsPageVisibility"="ShowOnly:yourinfo"

  2. Open the Settings app
    A blank window will be briefly displayed. 2 new events are created in the Application event log :

When KB5031354 is uninstalled there is no crash anymore of "systemsettings.exe" and the Settings app can be used again. The setting "yourinfo" will be the only setting that is displayed (cfr registry setting).

Hi All,

I had the same problems with this KB and also with Win11 23h2, this is a BIG issue because in win 11 23h2 fresh installation you cannot remove no one update because it's bring all features the moment 4 and so on.

The workaround for the moment is not set this gpo ( or regedit).

Next step I'll try with setting hide and not showonly

The same here. After a Windows update, the settings from the Settings Page visibility GPO are no longer processed completely. Regionalformating still work. Everything else, such as Personalisation, Colors, Printers no longer works.

Our settings GPO looks like this: ShowOnly:personalization;colors;printers;dateandtime;personalization-colors;display;sound;regionlanguage;regionformatting;nightlight

The only setting which is currently shown is "Time & language". If I remove regionalformatting at the GPO the Settings page opens and close immediately.

It has now worked without any problems for many months without any changes.

We use Windows 11 Multiuser Azure VMs with Citrix Cloud. Everything is up to date.

However for example, the Display settings are not showing, causing issues with users wanting to extend or duplicate their displays. (WIN + P still works)

As far as I know there is no official statement of Microsoft that this bug exists.

I reached out to our contacts at Microsoft BELUX and they transferred it to a support team that hopefully will investigate, escalate and resolve this bug.

So far no other news...
