Have you tried resetting firewall settings yet? If not, follow the below steps to see if anything changes on your side:
>Open Windows Defender
>Open Firewall & network protection
>At the bottom, click 'Restore firewalls to default'
Also, there's a quick workaround you could perform, provided by the user 'AndyWood19' on a similar thread:
"...just rename the chrome.exe file to anything else (I just used chrom.exe) and it will run as nornal. It is located in C:\Program Files (x86)\Google\Chrome\Application"
