Turning off wi-fi worked for me as well - I have switch on side of computer so was able to do that. Then hard-restart, login again, and it got past the endless welcome screen.
Prior to the issue, had wifi going and then added wired connection to use a printer on our network. Then unplugged the wired connection. Think maybe IP conflict was created or something - was not able to access internet at that point, which is why I restarted
first time.
Seems to support prior comments that issues with network have something to do with it sometimes...
