General Failure on Ping and TraceRT by IP to WAN for 15 minutes after bootup

My Windows 7 Profession 64 is exhibiting this problem.

After bootup, it cannot access anything outside the local area network.  I can ping, RDC, and generally access anything on the LAN, including the router.  But trying to access anything outside the LAN does not work.

Ping returns  Timeout on first response, then General Failure for the remaining three.

Tracert  returns General Failure  immediately

I am pinging by IP address, not by domain name, so it is not a DNS issue.

After about 15 minutes or, the problem resolves itself, and the machine starts working fine.

Occasionally (once a day or so), it will return back to the General Failure problem for 15 minutes, then return to normal.

The problem does not occur in safe mode with networking.

The problem occurs regardless of which user is logged on the machine.

I have turned off Windows Firewall in an attempt to resolve, without success.

I also have McAfee installed.

I would start by removing McAfee and using MSE at least to test.  You cant simply turn off McAfee it needs to be removed and it is known for this type of issue.

McAffe often contributes to BSOD'S

I would remove and replace it with Microsoft Security Essentials
