Gears of War 4, stuck on Starting download/installing

I've tried some solutions, like restarting  the pc and restarting the windows store services. But nothing helps.
This should not happen, on Steam/Origin everything works perfect.

I tried downloading some other apps, and that worked. but i have no idea what to do.

It seemsthat your Xbox app's components is corrupted. To isolate problems with download/installing Gears of war 4,here is a link on how to download and use Apps Troubleshooter.
