Games Freeze and Stutter

I'm having a problem with my PC i fully reseted it 1 week ago and every game was running smooth with stable fps and no stutters at all before the reset but now when i play my cpu and gpu usage drops to 10% sometimes and my whole pc freezes and stutters and sometimes my whole pc just freezes so bad that i need to restart it. And its only while gaming.

i5 8400
1070 Ti
Gigabyte Z370P D3
32gb ram

This is my last resort before just buying a new pc i was on a tech support Discord and a guy helped me and we literally did everything you can imgane and nothing worked.
So please help me this is really frustrating.

I did
- Reinstalled Windows
- Reinstalled every driver
- Updated every Driver
- Updated Bios
and more

The logs indicate several problems with your Hard Drive, since you have already reinstalled Windows, try to check the integrity of the disk.

Click on the start menu and type cmd, open as administrator
Copy and paste the command below;

chkdsk C: /f /r

If you have more than one Disk, change C: to the disk volume letter.

If the problem persists, the cause of the problem is hardware with your Hard Drive.
