Games and Other software crashing

For the last month or so games and other software crash without warning, and just out right close. At first I thought it was my GPU, because I bought brand new parts except for a new gpu, but I'm even having small applications closing like google and discord. When my games are running they have no problem doing so, but often and unexpectedly they will just force close themselves like I alt f4-ed. I've ran multiple tests to see if there was a problem with my hardware and I can't seem to find the problem. Multiple gpu stress test software's to see if my gpu is finally giving up on me but they all report back saying my gpu is fine and healthy, 3dmark and Furmark both show scores for my gpu that compare to other gtx 1070's. I know that current gen and last gen intel cpu's have e-cores and p-cores and some games don't know how to use e-cores and will crash because of it, so I went into my bios and disabled them but that still didn't stop the issues. I checked my ram using the built in Microsoft memory diagnostic tool but nothing, I even did a fresh new install of windows 11, which helped a little bit as I was not having issues playing games last night but I am now. Fresh new drivers, unplugged my gpu and plugged it back in, took my case panels off to see if it was over heating, and nothing. I've reached out to certain game developers for help, but most have given up on me and ignored me and the rest give limited advice. I plan on buying a new gpu soon but don't quite have the money yet, and I have a feeling that the issue is 80% most likely not gpu related because of the gpu stress tests I motioned above. The biggest issue is that the crashes, or more like the software closing, are unexpected and applications can be fine for hours and then just start having problems, a game could be fine for 1-2 hours and then start crashing, a game could crash launching before it even loads up, a game could be fine for days and then all of a sudden it just decides "nope" and then refuses to launch back up. Every time I do something it's hard to tell if it works because of how unpredictable the crashes are.

It's frustrating when you experience random crashes and software closures, especially when you've already tried various troubleshooting steps. Since you've ruled out GPU-related issues and attempted a fresh Windows install, we can explore some other potential causes for the problem:

  1. CPU/GPU compatibility: i7 13700k and GTX 1070 do not seem to be a good match. Generally speaking, this CPU is suitable for matching with Nvidia's 30 series/40 series graphics cards. Or AMD's 6000-series and 7000-series discrete graphics cards. The power consumption and compatibility of the two are a big problem for the motherboard.

  2. Power Supply: A failing or insufficient power supply unit (PSU) can cause instability and random crashes. Make sure your PSU is providing enough power for all your components, especially if you have added new hardware recently.

  3. Motherboard issue: You seem to have forgotten to mention the current PC motherboard in your introduction. i7-13700K/i7-13700KF can be used with B660, B760, Z690 and Z790 series motherboards. If you don’t need overclocking, you can use B760. If you have a limited budget, you can choose a Z690 or B660 motherboard.

  4. To check whether the problem is caused by the CPU or GPU: I personally suggest that you try to remove the GPU of the PC, and only use the CPU to run software/or games (i7 13700k itself has an integrated graphics card, so this can be used as a test environment) Of course, taking the device to a reputable hardware repair shop for a cross-check is one of the things that can help you figure out where the problem is coming from.
