Games for Marketplace is now defunct and is no longer in active development or maintenance. Any games should be downloaded from the Microsoft Store.

Same issue here - I tried loading Fallout 3 on my new Windows 10 PC, and I get the same error and it never lets me log in.  When I click the "Click here to resolve" link, it brings me to the Microsoft page, I can log in successfully, but it takes me to the main page rather than somewhere to actually resolve the problem.
