I tried all these steps, but at the end, I got an error message:
"The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation."
And then when I press "OK" it just keeps repeating this error message.
Also, step 7 doesn't seem to work as stated. I saw no dialog box.

Thank you .... Thank you very very much..... It worked.
All the unnecessary extensions were removed (Fax modem, extra HDD, extra RAM in my case).
But i left my Asus graphics card untouched.
Used 2gb RAM, ps2 keyboard and ps2 mouse on an intel pentium D 3.00 ghz PC.
But I did not used the diskpart for formatting or cleaning the HDD.
I've cleaned only the C drive by using the Windows 7 installation prompts.
Then followed the mentioned steps..

Thank you for your posting. I had to reinstall Windows 7 after Norton Utilities killed my OS, and I wasn't able to restore from any of the recovery points. Norton couldn't fix the problem, and advised me that the only solution was to reinstall the OS.
The install kept hanging exactly as you described above.
I did use a variation of your recommended process above. I used your steps 1-6, but eliminated the initial configuration minimization, and step 0 HDD optimization.
It worked. I was able to complete the Windows 7 installation.
Thanks again for posting. I wasted countless hours looking for a solution until I found your post.

Correct. Although this fix relates to a windows reinstall (hence disabling previously installed drivers as part of the resolution etc).
If windows failed to install on a fresh installation it would likely be a hardware (or Windows disc) issue.
