My husband and I both work from home. My lap top shows my location as correct (Georgia). My husbands says his computer is located in Minnesota. We use the same internet our computer are about the same age (windows 11 both about 2 years old). We have done everything we can to trouble shot (restart, set default address, VPN on and off, location services on, etc). still we can not get his "find my device" address to be in GA. Is this a security issue? has his laptop been hacked?

I understand your confusion and concern, and please don't worry, this is not a security issue, let alone a sign of hacking. The root cause of this situation is that the geolocation function of Windows system mainly relies on network information to make judgment, rather than accurate GPS positioning, especially for desktop devices. Therefore, location display errors are usually due to technical deviations caused by the network environment.
First, geolocation is usually determined by IP address, which is assigned by your Internet service provider and each IP address segment is associated with a specific geographic area. However, due to the dynamic IP assignment mechanism, sometimes you may be assigned an IP address for a data center that belongs to another region (for example, Minnesota). Even if two devices are in the same network environment, they may appear to be in different geographic locations because they are assigned to slightly different network segments or routes.
Second, there is also the possibility that the location service's Wi-Fi database information is incorrect.Windows uses the global Wi-Fi geolocation database in conjunction with nearby networks to determine location. If the location information of your router or network device has not been updated (for example, the router has been used in Minnesota, or the ISP registration information is still geographically biased), this will directly affect the judgment of the location service. In addition, if software such as proxies, VPNs, gas pedals, etc. have been used, these tools can alter the routing path of network traffic, which may result in geographic location being misjudged as being far from where it actually is. Even if you disable these tools, some cached data (e.g., DNS caching) may still temporarily affect location.
The Find My Device feature in Windows relies on the hardware and network configuration of the device to obtain location information. When a device doesn't have a GPS module, it relies on network data, and it's normal for third-party location services to lag or deviate from the data they obtain, which is inherently inaccurate.
