File System Error -2147219196

eThe problem started today, completely out of the blue.  I can start my laptop perfectly but when I open or try to use almost any of the windows or Microsoft programs (Edge, Microsoft store, the settings app, search functions, for example) they either don’t open, open momentarily then close, or just don’t work.  At one point I tried to connect to a wifi network that required a login through the internet browser, and got the error message: file system error -2147219196.  I have tried multiple things but nothing has worked.  Part of me fears that it may be a virus, but I can’t think of any way I would have gotten one.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

3) Update your drivers from the PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

6) If nothing else helps you can run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing it up to the latest version 1809 which you need anyway and by the most stable method. http://windows.microsoft.com/en-us/windows-10/m...

Thanks for the reply!  I’m currently tesring out as much of what you said as I can, the only problem is that most of the steps require me to open the settings app, which doesn’t work, or search for a program in the search bar which also doen’t work.  I also have no way to visit any of the links you provided or download anything onto my laptop, seeing as I currently can’t open the internet browser.

You can also skip to the Repair Install by downloading the ISO or creating the bootable media on another PC, installing the Media Creation Tool, opening it to choose Create Bootable Media for your licensed version, or download the ISO. Transfer media or ISO back to the other PC, open it or click to mount ISO, right click Setup to Run as Administrator. This reinstalls Windows while keeping your apps and files in place, takes about an hour, fixes most problems and advances you to the latest version by the most stable method.
