I understand that you are unable to send fax by entering phone number. I will certainly help you.
Have you connected the external Modem to an Analog phone?
If you're using a built-in or an external fax modem, make sure that you've set up Windows Fax and Scan to work with the modem.
You can connect to one fax modem only. You should also make sure that your computer (or your external fax modem) is connected to an analog phone line, and that the phone line has a dial tone so that you can place, receive phone or fax calls and send communication mails by entering the phone number.

it is an external modem...the only one. both modem and settings in windows have been completed. the question is how do i enter phone number...when i hit send, it asks for senders email with no place to enter phone number

Hi,
My apologies for the delayed response.
Windows Fax and Scan is a program that you can use to send and receive faxes and to scan documents or pictures using your computer. When you receive faxes, you can use Windows Fax and Scan to reply to or forward the faxes by either faxing or e-mailing them to other people.
I suggest you to leave your findings, comments and feedback related to feature of entering phone number in Windows Fax and Scan using the Windows Feedback app to our developers and hope to see this feature in the next version of Windows.

In Windows 7 and are using Windows fax you click on the "To" and it takes you to your Outlook where you will access the fax numbers you have entered into your Outlook contacts. IF I wanted to send to someone not in my Contacts then I had to put in their phone # but I think the phone # had to go where one usually puts the name.
I always put a comma ( , ) before the phone number because this includes a "pause" before the modem starts dialing. I found that the dialing always started faster than my telephone line was ready and all attempts failed.
I used Win Fax for years in W7, never a problem. Just took a look at W10 Fax program and it looks quite different than W7 layout. OUCH I guess I'll have a problem. I am hoping my new Robotics usb modem has a fax program included.

Well gphbass I installed my USRobotics usb fax modem and then the trouble started. Windows Fax could not find my Outlook Contacts and I could not find a way to connect to my Outlook Contacts in order to send a test fax.
Outlook is an MS program so I don't know why Microsoft can't make things more intuitive. W7 was much easier for faxing, no trouble with using Outlook Contacts. Only difference is my Toshiba laptop had the fax modem built in to the laptop rather than an external modem.
Today I returned the Robotics fax modem to Staples. I don't need the irritation of messing around with Windows, Life is too darn short and don't fax enough times to go through the PAIN.

I just found some more information. Take a look at this site re Contacts not available in Windows Fax, you will likely have to copy/paste the address.

Outlook 2010 or 2013 64-bit does not include Fax transport as its only supported in 32-bit Outlook. We do not expect Microsoft to release a 64-bit Fax transport for Outlook/
