-What troubleshooting steps have you performed so far?
Try these steps:
Step 1: Generate the report from Command Prompt.
a)
Click on the
Start button and type Command Prompt in the
Search Field.
b)
Right-click on
Command Prompt and select Run as Administrator.
c)
Type
perfmon /report and press Enter.
Note: This will take 60 seconds to generate the report.
Step 2:
Try generating the report in Clean Boot and check if the issue is resolved.
To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean
boot." A clean boot helps eliminate software conflicts. Here is the link for your reference to perform clean boot.

Step 3:
You can try running a SFC scan and check. This issue may occur if a particular system file is missing or corrupt.
