explorer.exe - Application Error (0xc000007b) when logging in.

I recieve the following error when I boot into Windows 7 and try to log in:

The application was unable to start correctly (0xc000007b). Click OK to close the application.

I have tried using the system repair tools, system repair detected no problems, and I tried several restore points but all come back with an error when trying to restore at the very end. This error causes windows to just display a blank screen when logged in, because explorer.exe is not running. Any way I can fix this WITHOUT having to restore my entire computer? I want to resort to this as the very last option possible. I believe it has to do with a corrupt registry and just some corrupt system files, although I cannot find any tools that can easily fix this.

Please start the command prompt (cmd.exe) with admin rights [1] and run sfc [2]:

sfc.exe /scannow

Is it able to find and repair broken files?
