My name is Kathleen and I am an Independent Advisor. I would be happy to help you today.
Try going back to a previous Windows point to repair.
Follow the steps below to restore your computer to a previous date using a restore point:
1- Type recovery in the search box of the taskbar and choose Recovery (Control Panel).
2.- Click on Open System Restore.
3.- Click on Next.
4.- Select your restore point, and click Next.
5.- Click on Finish.
The computer will reboot and present a message on the desktop confirming that the restoration was successful.

You cannot change it in Windows, I believe this is done by Malware. See the article below to Reset Association of .exe file:

Don't do system restore nor reinstall windows.
instead check on internet, restore.exe registry file.
download and merge, it will solve your problems

If this is just happening with exe files, the file association with executables in Windows 10 is broken
Click the link below, on that page, scroll down to find a table in the 'Option Two' section

Locate EXE in that table
From there download the reg file for exe files
Right click that downloaded reg file and choose merge, then confirm the merge.
Restart your PC and the correct associations with exe files should be restored . .
