I understand how difficult it is, when the device or app won't work in the way it should. First, I would suggest to uninstall the recent application you already installed. If you can't figure out which application is causing the issue. I would suggest to perform a Windows Clean boot. Clean boot means starting up your operating system with only those drivers and startup programs that are essential for it to function.

Next, you may scan your system using Windows Defender for viruses and remove them as most likely it would be a virus that made this change in behavior of Windows. And I would suggest to uninstall the third-party anti-virus because third-party anti-virus was a culprit.
Next, perform SFC tools. SFC command is to restore corrupted files. Follow these steps.
- Click on "Search" from the taskbar
- Type cmd (Command Prompt)
- Right click on Command Prompt from the search results list.
- Click Run as administrator.
- When Command Prompt launches, type the command: sfc /scannow
Next, peform DISM tools. DISM can be used to service and prepare Windows images.
- Click on "Search" from the taskbar
- Type cmd (Command Prompt)
- Right click on Command Prompt from the search results list.
- Click Run as administrator.
- When Command Prompt launches, type the command below. Enter each of the command:
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
