Every Time I Run SFC it Repairs Files and Requires a Reboot on Vista

I sort of narrowed down that this update may be the software that is getting in the way.

I installed most of Vista updates then when I installed Driver Framework KB2761494 system file check ran into that problem and even after I uninstalled the Driver Framework KB2761494 update did the sfc run into that problem.

I am using restore points; how significant is that update specifically?

I had to use a restore point from before the update then install update KB947821 you'll have to search for it on Windows download center or Microsoft update catalog Windows update won't find it automatically. If the update KB2761494 installed a long time ago search for that update under windows update \ update history \ installed updates \ search box \ KB2761494 then see when it was installed and find a restore point before it was installed or a point before the exact date it was installed for good measure.
