ETD Control Center" belongs to "ELAN Smart-Pad" made by "ELAN Microelectronic Corp.". It enables the user the possibility to use multi-finger moves on the touch pad.

To understand the issue better, let me know what is the make and model of the laptop?

This issue could have occurred due to these reasons:
1. Outdated Touchpad driver or software.

2. Conflict between third party applications.

Try the steps listed here and check if it helps:

Method 1:
I would suggest you to download and install latest driver and software for touchpad from the computer manufacturer website and check if it helps.

Method 2:
If the issue persists, I would suggest you to boot the computer to Safe Mode and check if the issue occurs or not. If not, I would suggest you to set the computer in a clean boot state and check if it helps.
