Error when trying to view .png files: Windows Photo Viewer can't open this picture because you don't have the correct permissions to access the file location

When download png files in Windows 7 I save them to an external drive. I can open them on my PC but not on my new laptop. When I try to open them I get the message, "Windows Photo Viewer can't open this picture because you don't have the correct permissions to access the file location." I also cannot open these files in Photoshop or any other program on my laptop. How do I change the permissions so I can open them?
