After a Windows update I am suddenly unable to download files..... this is applicable for all websites and all browsers..... please help me resolve this.

Please could you try the following below:
1. Press Windows + R key at the same time and
you will get the “Run” dialog box.
2. Type “regedit” and hit
ok. Now you will get the registry editor window.
3. Navigate to HKEY_LOCAL_MACHINE >SOFTWARE >Microsoft >Windows >CurrentVersion
>Policies >Attachments by expanding the folder tree.
4. Now double-click on “ScanWithAntivirus”
registry key and change its value to “1” which is by default “3“.
Changing the key value to “1” actually, tells the browser not to scan for the downloaded program or files.
