Error code: 0xc0000098

The operating system couldn't be loaded because the system registry file is missing or contains errors. 

This is from a cyberpower PC install of Windows 10 Pro, we have tried a clean install.  And each time we continue to get this error message.

Do you have any idea which version of Windows 10 is installed?

Try resetting your BIOS defaults:

If that does not work and you have a desktop computer...

Power down
Unplug it
Open the system unit

Remove the CMOS CR-2032 chip
Plug it in, start the machine, wait 10 seconds

Power down, unplug it, reinstall the CMOS CR-2032 chip
Plug it in again, power up

I would also go to a working computer, download, make a bootable copy for an older version of Windows 10, try installing that to see if that works.

Did you use fresh media by creating the latest bootable media from the Media Creation Tool here: http://windows.microsoft.com/en-us/windows-10/m....

Did you then boot the media and properly delete all partitions down to Unallocated Space, or else it's not a clean install.

If you want to try to repair what you have:

1) Go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

2) Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

3) Update your drivers from the PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

4) There is also an automated Fresh Start that reinstalls Windows while shedding factory bloatware that can cause issues and affect performance, saves your files, but doesn't clear the drive to get it cleanest: https://www.howtogeek.com/265054/how-to-easily-...
