How to fix Error 651 in Windows 10
Where in Windows 10 are you seeing this error message?

What is the make and model of your computer?
What have you done so far to troubleshoot the problem?
How long has this been happening?
Have you installed any new software or hardware drivers since you started experience this problem? If so, what are they and are they designed for Windows 10?

Does the problem occur in other user accounts on the computer?
Which version of Windows 10 is currently installed: 1507, 1511, 1607, 1703?
Which version of Windows did you upgrade from?

Error 651 is a network driver or hardware error and has occurred a lot with upgraders. Here are a couple of ways to address it.

1. Navigate to Control Panel, System and Security and System.
2. Click the Device Manager text link on the left.
3. Look for Network adapters and check for yellow triangles next to a network card. If there is a yellow triangle, right click the card, select the Driver tab and Update Driver Software. If there isn’t a yellow triangle, right click and select Disable. Then re-enable the card. Retry your connection.

If error clears, no need to continue. If the error reoccurs, try this:

1. Navigate to Control Panel, Network and Internet, Network and Sharing Center.
2. Select the Ethernet text link next to Connections.
3. Click Properties.
4. Make sure the box next to IPv4 is checked and the box next to IPv6 is unchecked. If you had to make changes, retest. If you didn’t, move on to the final step.

The final way that I know of to address error 651 is to reset TCP/IP and disable tuning.

1. Open a CMD window as an administrator.
2. Type or paste ‘netsh int ip reset reset.log’ and hit Enter.
3. Type or paste ‘netsh interface tcp set global autotuning=disabled’ and hit Enter.
4. Reboot and retry.
