Error 0x81f40001: Bundle condition evaluated to false: Installed OR WIX_IS_NETFRAMEWORK_45_OR_LATER_INSTALLED

Hello, I have a new Hyper-V machine win 10 enterprise and Power Desktop automate fails to install.
Error 0x81f40001: Bundle condition evaluated to false: Installed OR WIX_IS_NETFRAMEWORK_45_OR_LATER_INSTALLED
This Windows comes with dotnet preinstalled so I cannot install it.
Below are the last few lines of the install log error.
