Go to; Start > Settings > System (Display, Notifications, Apps, Power) > Multi-tasking
Inside the 'Snap' window you'll see three options...
Switch the top toggle off...
You will now be able to freely move windows between monitors, using your mouse at whatever speed you desire.
What this does do however is COMPLETLEY switch off the snapping function of windows via the use of the mouse and 'dragging' windows in to place. It also disables controlling of snapping functionality via the use of the keyboard by pressing and holding the 'Windows key' + tapping the navigation arrows left right to snap things in to place on your screen manually. Windows key+Up/Down to Maximise/Minimise still works.
So although this answers your question - this method opens up a new question which is how to regain snap ability through alternate input methods if mouse 'Snap' is switched off in the Settings (as demonstrated above in the screen grabs)?
The old 'disable' / 'enable' snap used to be controlled via Classic 'Control Panel'...
Here is the Windows tutorial if you feel safer reading that (than the steps below) > Turn Snap off via Windows Classic 'Control Panel' < The tutorial's for Windows 7 but still applies perfectly well to Windows 10 (ignore the install Silverlight button if you see it - the how to turn Snap on or off guide is below that.
So; to access the old 'disable' / 'enable' Snap you need to:
Firstly, right click on the Windows Start menu button then select 'Control Panel'. Then go to 'Ease of Access Centre' and from there you can either select.
1. Make the mouse easier to use
or
2. Make the keyboard easier to use
Inside both of those options is an option 'Prevent windows from being automatically arranged when moved to the edge of the screen' If you tick it - it switches this on - left alone it switches the function off.
What would be great is for following to be possible.
1. To leave the Settings 'Snap' Panel as default - with the toggles all set to on
2. To switch the 'Prevent windows from being automatically arranged...' option to on (inside mouse ease of access)
3. To switch the 'Prevent windows from being automatically arranged...' option to off (inside keyboard ease of access)
This arrangement of settings would give complete freedom of movement for your mouse between multiple monitors but most importantly complete control of Snap would be retained via your keyboard.
Unfortunately as far as I can make out - you can either have Snap fully turned off or fully turned on. There doesn't appear to be that sweet spot in the middle of the settings.
At least you now know how to switch Snap off through either Settings or Control Panel :-)
