Did you try the Upgrade yet? Most others are reporting they are still getting the free Upgrade from Windows 8.1 to 10, so you can wait to see if it activates itself and if not then purchase a Digital License from the Windows 10 Store app in Start Menu.
I'm concerned about where you bought Windows 10 from, because it is not $59. Are you sure it was Microsoft? There are many impostors on the web, and any discount licenses like that are almost always bogus since there are no discounts for retail Windows 10 which runs around $99-129 for Home version. So I would check my bank statement and if it appears there, contest it with the bank. This is why I suggest buying only from the Microsoft Store app in Window 10, after making sure first that it doesn't activate with the free Upgrade which others report is still working.
